terminates in November next,
addressed the Director of
Public Works in June last expressing a desire to be placed on the permanent staff, and I enclose a report by the Director of Public Works on his application.

I discussed the matter with the Colonial Secreta- -ry and the Director of Public Works and decided to recommend
to you that Mr. Duncan should be placed on the permanent staff with the maximum salary of a 1st Grade Assistant Engineer, nemely £450 and £50 duty pay. Mr. Duncan has been in receipt of a salary of £360 and £140 special duty pay since the 22nd April, 1912, so that he will actually receive no increase in his total emoluments although he will gain by having his salary for leave and pension purposes raised from £360 to £450.
